Newell, you already have a good answer (above) on exactly what the critter is.

Too bad your brother let it get rusty; that hurts the dollar value. On the other hand, rust can be cleaned off easily if it isn't too deep (000 steel wool, then rub with an oily cloth) and then you have a decent gun. These are NOT common but likely they are not all that valuable, either.

That said, it would be a dandy house gun and it could be a good hog gun. And it would be an absolute BLAST on gallon milk-bottles full of water!

If you REALLY wanna see 'weird', drop around and I'll show you an Armaguerra Model 39: absolutely the strangest rifle ever made! Most museums don't even have one: that rare.

Buy it, take it out, have fun! That's what it's all about!

Value? No idea, but likely 300 isn't out of line with 4 mags.

Vulcan's were 30cal M1 carbines converted to 357 or 44 mag pump actions.
the originals were converted from rebarreled surplus M1 carbines but they became popular enough that the later ones were manufactured from new receivers & looked a little less clunky than the mil surp jobs..
haven't seen one in 20 years or so & have no idea what they would sell for now.
